
Attached above is the draft BusinessNZ submission on the ACC Discussion Document.
In essence there are two main parts to the Discussion Document. First, the potential extension of the Accredited Employer Programme (AEP) to a larger number of employers – essentially a form of partial self-insurance. Second, the ability of private sector insurers to enter the market in respect to the “Work Account”. However, ACC will still compete in respect to the Work Account.
While supporting the general thrust of the proposals to open ACC up to greater competition, there are a number of critical issues which need to be worked through which are discussed at some length in the draft BusinessNZ submission.
